+18668493243 = scam call?

Recently, I received a call from this weird no: +18668493243. I refused to answer it and afraid that is the scam call. Does anyone receive this call?

Before this, I received a call that shown ’0309′ or ’0609′ and I answered it. Then, no sound from the other side. :roll:
